Policy & Investigations

We work with NGOs, activists, and democratic governments to investigate repression and sanctions evasion, develop advocacy campaigns, and shape policy.

  • Legislative advocacy & policy consulting

We help organizations and governments shape legislation and policy, from strategy and drafting to meetings with officials. We have worked on numerous Hong Kong and China bills related to sanctions, political prisoners, immigration protections, and transnational repression. We also convene the US-Hong Kong Policy Roundtable and have testified in Congress and in parliaments abroad.

  • Sanctions & export control investigations

We investigate how sanctioned regimes evade controls and produce evidence governments and journalists can act on. Our reports have traced Western technology, oil, and money through Hong Kong to Russia, Iran, North Korea, and Venezuela, and have led to new US and EU sanctions.

  • Human rights research & reporting

We document abuses through interviews, court records, and public records requests, and build reports around specific advocacy goals. We have reported on Hong Kong's prisons, courts, and eroding transparency. Two British judges resigned from Hong Kong's top court within weeks of a report we co-authored.

  • Transnational repression & foreign influence

We research and advise on how authoritarian governments pressure critics and diaspora communities abroad, and how democracies can respond. Our work has examined how Beijing and Hong Kong target Hongkongers overseas and the role of Hong Kong's official offices abroad.
